thank you so much for bringing this to our attention! that is indeed an unclear and confusing explanation. i’m sorry about that!
the correct answer is (c) temporary. the message in the passage is that robert kennedy served for a limited period of time, but his service has had major impact.
we cannot say his service was cursory, or superficial, because that contradicts the passage’s message that it had a vital impact.
we would not say his career was transient, that it passed away with time, because the passage tells us he accomplished a great deal.
and momentary is not correct because we read that kennedy worked in the 1960s and then later on. we have no evidence that his service was very brief.
